PROBLEM TO BE SOLVED : To promote stabilization by discharging internally generated gas to the outside by supplying an appropriate amount of water to the internal waste of landfilling waste by a multi-layer earth cover.
SOLUTION : A sloped seepage water capillary barrier layer composed of a coarse grain layer 18 and a fine grain layer 20 stacked on the upper layer of the coarse grain layer 18 is formed on the upper surface of the landfilling waste. A drainage channel 36 is formed on the gradient lower part side of the capillary barrier layer. While seepage water is made to be discharged, a plurality of permeation parts for making part of seepage water introduced/shielded into lower part earth filling waste penetrate into a reclaimed object are dispersed/formed in the capillary barrier layer. By using the coarse grain layer 18 constituting the capillary barrier layer, gas generated in the waste is discharged from a vent pipe 26 to stabilize the landfilling waste.
