The challenge of the present invention is to provide a fluorine-doped cathode composition of a solid oxide electrolytic cell that electrolyzes carbon dioxide with high efficiency and high performance to produce carbon monoxide. The first aspect of the invention for solving the above problem is to provide a cathode composition of a solid oxide electrolytic cell for carbon dioxide decomposition, comprising the compounds of Formula 1 below. [Formula 1] A 2-xBO4-y-δFy (where A comprises at least one element selected from lanthanides or alkaline earth metals, B comprises at least one element in transition metals or rare earths. x, y is a positive number between 0 and 0.5, and δ is a positive number between 0 and 1, which is a value that makes the compound of Formula [Formula 1] electrically neutral)
