A carbonized La2O3 and Lu2O3 co-doped Mo cathode material and a preparation method therefor pertain to the technical field of rare earth refractory metal cathode materials. A molybdenum substrate is doped with rare earth active substances La2O3 and Lu2O3. The total added amount of the rare earth active substances is 2.0-5.0 wt%. A rare earth oxide doped molybdenum powder is prepared by using a sol-gel method, a La2O3 and Lu2O3 doped Mo powder is obtained by using a secondary reduction process, and a molybdenum rod is obtained through compression and sintering. An un-carbonized La2O3 and Lu2O3 doped Mo cathode is obtained by processing the molybdenum rod with rotary calcination, drawing, cleaning, straightening, winding, setting, and cutting processes. The cathode is processed with a high-temperature transient carbonization process to obtain a carbonized cathode material with a high carbonization degree. The cathode is subjected to high temperature degassing and activation, to obtain an environmentally friendly non-radioactive cathode material with good emission performance and excellent emission stability.
