PROBLEM TO BE SOLVED : To provide an individual specification preventing device, an individual specification preventing method and a program for effectively preventing an individual from being specified from the medical records or genetic information of a patient having a rare disease or genetic characteristics. SOLUTION : This device, method and program are provided to store item set information including genetic item information associated with each genetic item and medical record item information associated with each medical record item, and to designate the items to be browsed and circulated by a user as designated item set information, and to calculate frequency having the same data contents for each of the items of the designated item set information, and to calculate the individual specification enabling level of the designated item set information based on the calculated frequency of each of the items of the designated item set information. Whether or not the calculated individual specification enabling level exceeds a preliminarily set threshold is decided, and when it is decided that it exceeds the threshold, the individual specification enabling level is reduced until it is turned to be less than the threshold.
